22 years ago, Top Tier Home Building Solutions began as a small crew focused on one thing: building outdoor structures that could stand up to Florida’s toughest weather. Screen enclosures, pool cages, and lanais were the foundation — and the standard was set from day one: use the best materials, follow the code, and treat every homeowner’s project like our own.
As word spread across Tampa Bay, so did the work. Homeowners in Pinellas, Hillsborough, and Pasco started calling. Then Sarasota, Manatee, and Polk. Today, Top Tier serves 11 counties across Florida — from Hernando to Charlotte, from Osceola to the Gulf Coast — with a full team of licensed professionals and a service lineup that includes screen enclosures, pool cages, lanais, sunrooms, pergolas, concrete and pavers, and impact windows and doors.
What hasn’t changed is how we work. Every project starts with a free onsite estimate and an honest conversation about scope, budget, and timeline. We handle all permitting, engineering, and HOA coordination so you don’t have to. Our crews show up on time, communicate clearly, and leave your property clean. And every installation is backed by our 10-year warranty.
We’re not the biggest contractor in Florida — and we don’t want to be. We’d rather be the one homeowners trust, recommend to their neighbors, and call back when the next project comes up. That’s how we’ve grown for 22 years, and that’s how we plan to keep going.

Meet Richard Figueroa — Founder
Richard was born in Puerto Rico and grew up around construction. Before founding Top Tier, he spent years in Miami and Boca Raton specializing in windows and patios — learning what holds up to South Florida weather and what doesn’t. When he moved to Tampa Bay, he saw the same need on the Gulf Coast and started Top Tier in 2004.
28 years in the trade, and the same philosophy from day one: be honest, pick up the phone, and do the work right. Most of our projects still come from homeowners who tell a neighbor — that’s how Richard wants it.
